Summary
Reinvestment Zone No. 1, also referred to as the Falcon Pointe TIRZ, was established to incentivize the development of public infrastructure to stimulate economic development within the zone. The boundary of the zone includes E. Pflugerville Parkway from SH 130 to the eastern edge of the Falcon Pointe development. Through the TIRZ Newland Communities, developer of Falcon Pointe, is funding widening of E. Pflugerville Parkway where it is adjacent to Falcon Pointe. The engineering design process is essentially complete, pending the conveyance of to the City of Pflugerville of the items on this agenda. The amended TIRZ docuements provide for the reimbursement of the right-of-way value based on the attached property appraisal.
 
Status
E. Pflugerville Parkway construction plans have been submitted to the City of Pflugerville for review and approval, pending the conveyance of the necessary easements and rights-of-way for construction.
 
Prior City Council Action
The City Council approved modifications to the Reinvestment Zone No. 1 Project Plan and Reinvestment Zone Financing Plan, as well as the Financing Agreement on September 10, 2013, assigning project responsibility to Newland Development, enabling reimbursement of associated project costs utilizing the property tax increment.
 
Deadline for City Council Action
Action is requested on November 18, 2014 in order to keep the project schedule.
