Approving a resolution by the City of Pflugerville, Texas to submit a grant application to the United States Bureau of Reclamation (USBOR), authorizing the filing of an application for funding; and making certain findings in connection therewith for the Reclaimed Water Line to 1849 Park project, and authorizing a designated City representative for purposes of furnishing such information and executing such documents as may be required in connection with the preparation and filing of such application for financial assistance and the rules of the USBOR.
Summary
The City is currently in the Preliminary Design phase for the Reclaimed Water Line to 1849 Park that will convert the irrigation system for the City's 1849 Park from a potable water system to a system that uses Reclaimed Water (treated wastewater effluent) to irrigate the grounds. With this project moving forward and the design team finalizing the Preliminary Engineering Report (PER), it will allow the City to apply for grant funding through the United Sates Bureau of Reclamation (USBOR) to help fund the project. As the USBOR typically funds projects that utilize existing resources such as reclaimed water, indirect potable reuse, and direct potable reuse, the City's project will fall directly in line with the types of projects that receive funding from the USBOR.
This funding opportunity is a grant application and fund, therefore if it is awarded, the funding would not be a loan, but would be grant funding specifically for this project. The grants that this project is eligible for can fund up to 25% for a project of this size which could provide for an award of $1.5 million. As part of the application process for the USBOR, it requires a resolution from the governing body of the applicant to provide for nominating the appropriate City staff member for the application as well as that the City will meet the established deadlines set forth by the USBOR for the grant application. This resolution would be one of the many parts the City would need to include with the application when we submit it to the USBOR in October. As the Reclaimed Water Line to 1849 Park project meets the City's strategic goal of infrastructure by preparing City infrastructure for growth in a responsible manner, this resolution aims to support that project and ensure that we can find innovative ways to assist with funding this infrastructure project that minimizes the rate needed to pay for this reclaimed water project.
