Discuss and consider action to approve a supplemental agreement #1 with Schrickel, Rollins and Associates (SRA) in the amount of $577,061 for professional services associated with design and construction administration for the 1849 Park Project and authorizing the City Manager to execute the agreement.
Summary
The original scope of work for this project included master planning for the overall community park and preliminary design work for the early completion of a practice facility.
After completing the master plan, the original agreement was to be amended to include the design and construction for a practice facility as the park is planned for development in phases and will serve the immediate and future needs for sports facilities and also provide passive/natural amenities.
In addition, the City acquired four additional tracts of land totaling 80 acres adjacent to the original property after the original agreement was signed and the consultant was asked to incorporate this additional property into the master plan and plat the property so that it is one contiguous tract.
This supplemental agreement provides for the changes to the original scope including the added 80 acres and the additional work required in the master plan, a topographic survey, a plat submission, an archaeological survey and a drainage study as well as the design and construction administration for the planned improvements in the initial phase.
Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.
This agreement has been reviewed and approved by the City Attorney. A map of the area is attached.
Status
City staff has negotiated with Schrickel, Rollins and Associates (SRA) to establish a scope of services, schedule and fee for this supplemental agreement. Since January, SRA and City staff have hosted four (4) public meetings, three (3) advisory committee meetings and seven (7) stakeholder meetings with representatives from a variety of sports.
Prior City Council Action
At the November 10, 2015 City Council meeting, SRA was selected as the most qualified engineer from the firms that submitted Statement of Qualifications (SOQs.) A professional services agreement for the master planning and public involvement efforts was presented to the City Council and approved on January 16, 2016 for $599,775. At the April 26, 2016 Council Meeting, staff presented conceptual design alternatives with funding considerations, and the park was formally named the 1849 Park.
Fiscal Impact
Funding for this project is from 2014 General Obligation Bond Funds.

Staff recommends approval of the supplemental agreement #1 with Schrickel, Rollins and Associates (SRA) for professional services associated with design and construction administration for the 1849 Park Project in the amount of $577,061.
