Summary
The City is considering approval of a Professional Services Supplemental Agreement (PSSA) with Halff Associates, Inc. in the amount of $91,108.50 for the TR1904 Historic Colored Addition Subdivision (HCA) Infrastructure Improvements Project to provide additional construction phase services.
The original Professional Services Agreement and prior supplemental agreements included design, coordination, and construction phase services for the project. As construction has progressed, additional services have been required to support project delivery and meet agency and City requirements.
This Supplemental Agreement includes preparation of a waterline profile for the Pecan Street Waterline to satisfy TxDOT requirements for renewal of the RULIS permit, review of contractor pay applications, staking of property corners for alley right-of-way between Taylor Street and Pecan Street, and additional construction phase coordination efforts. The scope also accounts for increased construction meeting frequency, which has expanded from once per month to biweekly meetings since August 2025, and is anticipated to continue through project completion in summer 2027.
Approving this Professional Services Supplemental Agreement ensures the project remains adequately supported during construction, maintains compliance with regulatory requirements, and continues progressing toward successful completion.

Prior City Council Action
City Council approved the Discretionary Service Agreement (DSA) with Oncor in the amount of $498,551 for relocation of overhead utilities to underground facilities associated with Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, and Lincoln Ave Infrastructure Improvements Project at the February 11,2025 meeting.
City Council approved a construction contract with Joe Bland Construction in the amount of $8,250,009 for construction services associated with the Historic Colored Addition Subdivision (HCA) Russell St, Caldwells Ln, Taylor St, Lincoln Ave, and Grant Ave Infrastructure Improvements (TR 1904) Project at the January 28,2025 meeting.
City Council approved a professional services supplemental agreement with Halff Associates, Inc. in the amount of $175,159 for bid and construction phase services associated with the Historic Colored Addition Subdivision Streets: Russell Street, Caldwells Lane, Taylor Street, Grant Street and Lincoln Avenue Project at the July 26,2022 meeting.
City Council approved a Professional Services Agreement with Halff Associates, Inc. in the amount of $233,890 for professional services for the Plans, Specifications, and Estimate (PS&E) associated with the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the February 25, 2020 meeting.
