Authorizing the City Manager to enter into a Facility Use Agreement for the Kayak/Canoe Rental Concession at Lake Pflugerville.

 

Summary Status

Presented before Council is the 2020 rental concession agreement made by and between Pflugfun Watercraft Rentals and the City of Pflugerville. This Facilities Use Agreement is following up on a contract that was approved by Council on January 22, 2019. A new agreement is required as Pflugfun was purchased by Jason Henderson last year. Mr. Henderson has successfully managed the property since 2017. The Concessions will open in March with the City of Pflugerville receiving 15% of the gross revenue of any and all rentals, sales and lessons, 10% of apparel, and 5% on prepackaged consumables.

 

The operating season for the Kayak/Canoe Concessions at Lake Pflugerville will take place from March 1, 2020, through February 28, 2021.

 

Pflugfun's Peak Season is defined as Memorial Day through Labor Day. During this time period, the hours of operation will meet the minimum standards as listed below.

5 days a week

2 pm - 8 pm weekdays

9 am - 8 pm weekends

Hours outside of the Peak Season must be approved by the Director of Parks and Recreation.

 

Pflugfun Kayak/Canoe Rental Concessions began its operations at Lake Pflugerville on June 5, 2010 and the general terms remain the same, however we have made the following changes:

 

- Pflugfun may now operate year-round. Since 2010, Pflugfun has only operated between the months of March and October.

- The City reserves the right to close the Park and/or Lake at any time and under any conditions deemed necessary for public safety as well as during any renovation or construction projects at the discretion of the Director of Parks and Recreation.

- Additional streams of revenue were added to the agreement such as the sales of apparel at 10% and prepackaged consumables at 5%.
