Summary
The City of Pflugerville previously opened bids for the West SH-130 Wastewater Interceptor Project on January 15, 2020 at 2 pm. Notices were posted in the Pflugerville Pflag as required on December 4, 2019 and December 11, 2019. The bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects. A total of six bids were received, and a construction contract was awarded on January 28, 2020.
It was determined that rescinding the Notice of Award to S.J. Louis, rejecting all bids received, and rebidding the West SH-130 Wastewater Interceptor Project is in the best interest of the City.
The project was advertised for rebid on February 12, 2020, bids were opened on February 27, 2020.
This wastewater interceptor project involves installation of approximately 16,000 feet of 36" to 42" sanitary sewer interceptor pipe along Wilbarger Creek and Gilleland Creek beginning at the intersection of FM 685 and Pflugerville Parkway (i.e., Pflugerville Parkway Lift Station) to the Central Wastewater Treatment Plant (WWTP) using open cut or 70 feet deep tunneling construction methods; installation of approximately 1,000 feet of 15" sanitary sewer under SH 130 to the east side of SH 130 via bore and jack; and demolition of the Pflugerville Parkway Lift Station.
The attached bid tabulation shows the bids in which S. J. Louis Construction of Texas, Ltd. was the lowest responsible bidder with the total Base Bid of $12,762,393.94.
The estimated construction cost of this project was $13,134,000.00.
Prior City Council Action
City Council approved Resolution No. 1751-20-02-11-0704 rescinding the Notice of Award to S.J. Louis, Rejecting all Bids received for the West SH-130 Wastewater interceptor project and authorized the project to rebid at the February 11, 2020 meeting.
