The department does not currently reserve or have associated fees for the pavilion at Lake Pflugerville Park or the wooden gazebo in Pfluger Park. The department receives regular inquiries on reserving both facilities. Staff recommends the city offer both as reservable facilities using the following fee structure:

Staff recommends utilizing only all-day rentals with all facilities which would change current policy regarding the Pfluger Grove in Pfluger Park. Such a change is consistent with all other department facility rental fees. The fast majority of reservations requested at Pfluger Grove and all other park facilities are for all-day. A non-resident fee of $65.00 is proposed to be added to the Windermere Clubhouse to provide additional consistency across all parks facilities
The Parks and Recreation Department is seeing a high volume of facility reservations. Currently the department's rentable facilities are fully booked for every weekend through mid-July. The addition of the Lake Pflugerville Park pavilion and the wooden gazebo in Pfluger Park would allow the department to offer more reservable facilties to the public, thus providing better management of the demand for city facilities.
It is an expectation of the community that a fee be associated with gathering places offered in the park system. Staff does not feel these recommendations will have any negative implications on the Parks and Recreation Department. The fee structure is similar in comparison to surrounding communities’ reservation fee structures.
The Parks and Recreation Commission voted unanimously to recommend this facility reservation structure on April 21, 2011. Staff would like to establish an effective date of June 20, 2011.

Approval is requested on June14, 2011.
Fiscal Impact
Associated fees will indirectly manage demand for reservable facilities and provide additional revenue to assist in the cost of maintaining these public facilities.
