Approving a Professional Services Supplemental Agreement with LJA Engineering in the amount of $401,348.75 for professional engineering services associated with the E. Pflugerville Parkway/Jesse Bohls Extension/Realignment Roadway Project, and authorizing the City Manager to execute the same.
Summary
This agenda item is related and requested associated due to an amendment of the existing E. Pflugerville Parkway/Jesse Bohls Roadway Improvements Interlocal Agreement (ILA) between the City and Travis County. Consideration to incorporate the additional services provided under Supplemental No. 2 for the Professional Service Agreement with LJA Engineering, Inc. to complete design and construction of the roadway improvements. The supplemental will provide additional metes and bounds documents for the acquisition of right-of-way and easement parcels necessary for the construction of improvements to East Pflugerville Parkway from Weiss Lane to Cameron Road, extension for the realignment of Jesse Bohls to the Travis County connection (currently under design by LJA and approved as part of the 2018 Transportation Bond). The supplemental will also provide plans, specifications, and estimates (PS&E), and bid phase and construction phase services for the construction of roadway improvements from the City limits to Jesse Bohls Drive (the “Jesse Bohls Connection”) as discussed in the paragraphs below.
The supplemental agreement being considered also provides additional metes and bounds documents for the for full limits of East Pflugerville Parkway from Colorado Sand Drive to Cameron Road in addition to acquisition of right-of-way (ROW) and easement parcels necessary for the construction of improvements associated with the 2018 Bond Project East Pflugerville Parkway, Jesse Bohls extension to Travis County roadway (Cameron Road). Upon completion of the schematic design for these improvements by LJA Engineering, Inc. (LJA), it was noted that the assumed number of metes and bounds documents required for the ROW and easement acquisition included in the original 2019 Professional Services Agreement (PSA) with LJA was not sufficient. Therefore, additional metes and bounds documents are needed to begin the ROW and easement acquisition process for the remaining parcels within the project area. The cost of the additional metes and bounds documents will be split between the City and Travis County, with the City’s portion being $40,593.75 and Travis County’s portion being $55,906.25.
The supplemental agreement being considered also provides for the final design PS&E, bid phase and construction phase services for the Jesse Bohls Connection roadway improvements, to be funded by Travis County. These roadway improvements are necessary to connect the proposed extension of East Pflugerville Parkway from Weiss Lane to the City limits to the existing Jesse Bohls drive. The cost of the final design PS&E, bid phase and construction phase services for the Jesse Bohls Connection project will be completely funded by Travis County in the amount of $304,848.75. The Scope of Services include field surveying, environmental services, final design, hydrologic/hydraulic analysis, preparation of construction documents, bid phase services, and construction phase services.
The amendment to the ILA will also allow the City to facilitate the purchase of ROW and easements, within the Travis County limits of the roadway improvements, required to construct the Jesse Bohls Connection project. The City will lead the project on behalf of Travis County in order to expedite the acquisition process, after which the County will reimburse the City for all approved costs related to the acquisition of each ROW and easement parcel within 30 days of receipt of an invoice.

October 8, 2019, PSA with LJA for preliminary design from Colorado Sand to Cameron Road in an amount $824,160.11 (City portion $390,509.56)
January 12, 2021, PSSA with LJA to provide Plans, Specification and Engineering (PS&E) and construction phase services for the construction of the East Pflugerville Parkway Extension from Weiss Lane to the City’s east city limits in an amount of $355,494.75.
