Title

Approving an ordinance on second reading regarding with the caption reading An Ordinance amending Chapter 153 of the Code of Ordinances for the City of Pflugerville, Texas, by amending the 2030 Comprehensive Plan to update the elements of the overall plan and adopt the updated Transportation Master Plan Dated November 2019 incorporating an updated thoroughfare plan map; providing for severability; and providing an effective date.

 

Summary

The Transportation Master Plan (TMP) titled “Pflugerville Pforward” is a long range plan that identifies transportation goals, solutions, and policies for the City of Pflugerville to consider as it continues to be one of the fastest growing cities in the country.  Development of Pflugerville Pforward considered future investments that will move people and goods to and from destinations in a safe and efficient manner.  Through the development of this plan, the goal was to create a collaborative process that analyzed a variety of alternative scenarios so citizens, stakeholder, and elected officials can make informed decisions about the facilities and policies needed for a fully built out community. 

City Council adopted the Transportation Master Plan in 2019. Since its adoption, City Council has adopted an updated Capital Improvement Plan (CIP) and called for a November 2020 bond election. The Council and Capital Improvement Advisory Committee (CIAC) have been going through the process of conducting a study to consider the imposition of roadway impact fees on new development as development continues at a high growth pace.

In August, the CIAC recommended approval of CIP related to the Roadway Impact Fee Study.  On September 22, 2020, City Council held a public hearing on the CIP and adopted that CIP as part of the Roadway Impact Study.  Through these actions, staff has identified minor modifications to the thoroughfare plan map that are necessary to ensure that all of these efforts align.   

City staff has been working with Kimley-Horn and Associates as the consultant selected for the TMP and Roadway Impact Fee Study.  

Adoption of the updated transportation master plan will aid the city in moving forward with the defined transportation objectives and policies as outlined in 2019 and updates the thoroughfare map.  Based on Council action on October 27th, the thoroughfare plan map has been updated to include FM973 as a limited access facility.

Prior City Council Action

November 26, 2020 City Council approved the Transportation Master Plan.

October 27, 2020 City Council approved the ordinance on first reading as amended.
