Approving a Change Order in the amount of $66,548.53 and 49 additional days for the construction contract for the Lake Pflugerville Park Phase 1 Project with Terra Path, Inc. and authorize the City Manager to execute the same.
Summary
This agenda item is presented for the purpose to request City Council approval to extend the Construction Contract with Terra Path, Inc., and approve an increased time and cost Change Order associated with the Lake Pflugerville Park Phase 1 Project.
Lake Pflugerville Phase 1 construction has been underway since June 2021 and is nearing completion. Since that time, varying field conditions, required design changes, and added construction needs have been encountered causing delays which require an extension of time and cost, to achieve project completion.
The Change Order includes an additional $66,548.53 and the addition of 49 days to the construction contract. It is necessary to be added for work required in accommodating the necessary items as discussed below. The categories for added work items include:
A) Added Scope of Work -
1) Seal Coat the existing parking lot as well as new striping and concrete wheel stops
2) Repair existing sidewalk(s)
3) Correct a pre-existing drainage issue on the North side of the Park
4) Vehicle barrier to prevent vehicles from parking in unauthorized areas
5) Additional accessories for restroom facility
6) Relocate existing light poles
B) Project Delays - 49 days
The current contract price is $1,563,388.97 and the revised total not to exceed contract price, including this change order, will be $1,629,937.50 (<1% increase). Approval of the proposed Change Order will also increase the contract time from the previously approved substantial (1/4/2022) and final completion (1/18/2022) dates to 2/27/2022 and 3/13/2022 respectively.
Prior City Council Action
City Council approved a construction contract with Terra Path, Inc. in the amount of $1,547,102.44 for the Lake Pflugerville Park Phase 1 Project at the April 27, 2021 meeting.
City Council approved the selection of Halff and Associates, Inc. as the most qualified firm for professional engineering services associated with the Lake Pflugerville project at the August 28, 2018 meeting.
City Council approved a professional services agreement with Halff and Associates, Inc. in the amount of $99,856 for professional engineering services associated with the Lake Pflugerville Park Phase 1 project at the October 9, 2018 meeting.
The Lake Pflugerville Preliminary Design Report was approved by City Council June 25, 2019.
City Council approved a professional services supplemental agreement with Halff and Associates, Inc. in the amount of $410,505 for professional engineering services associated with the Lake Pflugerville Park Phase 1 project at the September 10, 2019 meeting.
City Council approved Resolution Number 1746-19-12-10-0687 amending the scope of Lake Pflugerville Phase 1 as approved in June to only include the improvements to the beach side of the lake. The parking lot expansion on the beach side will be shifted south of existing parking lot and the restroom facility will be collocated with the current restroom facility or the current facility will be expanded. The western trailhead along Becker Farm Road (Biehle Property) removed from the scope of Lake Pflugerville Phase 1 to fund current park facility needs. The resolution also included amending the scope with Halff Associates, Inc. for professional engineering services associated with design and construction of Lake Pflugerville Phase 1 Project.
