Discuss and consider action to award a construction contract for the Grand Avenue Reconstruction Project to Terra Path, Inc. the lowest responsible bidder of  six (6) accepted bids received on October 21, 2021, in the amount of $2,756,000 and authorizing the City Manager to execute same.

 

Summary

This item is for the award of a construction contract for the Grand Avenue Reconstruction Project. Notices for the bid opening were posted in the Pflugerville Pflag as required. The bidding process was facilitated through a plan holder website, civcastusa.com. The City of Pflugerville opened bids for the project on October 28, 2021 at 2 PM. Six (6) bids were received and publicly opened and read aloud. Terra Path, Inc. is the recommended lowest responsible bidder of the bids received.

 

The Grand Avenue Parkway project generally consists of reconstruction and rehabilitation to address the failing pavement along the roadway from Viki Lynn Place to Picadilly Drive.

 

Construction is anticipated to start late November 2021. The proposed construction duration anticipates approximately 150 days to substantial completion and 180 days for final completion. Staff concurs with the Kimley-Horn and Associates (KHA) recommendation to award of a construction contract for the Grand Avenue Reconstruction Project to Terra Path in the amount of $2,756,000. The City has previously worked with Terra Path and have no concerns with the contractor.

 

Background:

On October 27, 2020 City Council approved the initial phase professional services in order to evaluate the need for reconstruction of Grand Avenue. The original professional services agreement was set up as a two-phased approach for engineering services with the first phase including a Comprehensive Pavement Assessment and Repair Geotechnical Report prior to design and development of the plans, specifications and estimate (PS&E) for Grand Avenue. Phase 1, was completed as scheduled, served to provide a full evaluation analysis for an assessment of the current condition and determination for repairs along Grand Avenue from the limits of approximately 200’ feet south of Viki Lynn Place to Picadilly Drive. 

 

Phase 2 included the final engineering construction documents (plans, specifications and estimate) as well as topographic surveys where required, geotechnical investigation report from phase 1, identification of utility conflicts, coordination with utility companies, engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully reconstruct Grand Avenue.

 

City staff has selected an option for design of the PS&E as provided by Kimley-Horn Associates (KHA) in conjunction with its subconsultant (Raba-Kistner), based on the Pavement Repair Report and pavement engineering recommendations for Grand Avenue Parkway. This segment of Grand Avenue Parkway was reconstructed in 2017 and a previous Pavement Distress Evaluation of this segment was performed in April 2019.

 

Prior City Council Action

City Council approved a professional services supplemental agreement with KHA in the amount of $198,614.14 for professional services associated with the Grand Avenue Reconstruction Project at the March 23, 2021 meeting. The scope of work to be performed by KHA pursuant to this agreement was to include PS&E design, bid and construction phase services.

 

City Council approved a professional services agreement with KHA in the amount of $69,994.20 for professional engineering services associated with the development of a pavement repair report and geotechnical analysis by KHA's subconsultant, Raba-Kistner, for the Grand Avenue Parkway Project at the October 27, 2020 meeting. 

 

City Council approved the selection of two engineering firms, Halff Associates, Inc. and KHA, to provide assessments of existing infrastructure, preliminary engineering, final design, permitting, bidding, construction administration, and construction materials testing for the 2020-2022 Pavement and Infrastructure Maintenance Projects at the October 13, 2020 meeting. Since Grand Avenue Parkway was one of the projects identified in the Pavement and Infrastructure Maintenance Projects list, KHA was requested to provide professional services associated with the Grand Avenue Parkway Project.
