Discuss and consider action regarding American Rescue Plan Act (ARPA) funding allocation.
Summary
The City was awarded $6.1M in ARPA funding, and $370,439 remains to be allocated. Of the allocated projects, some have seen savings and some have exceeded the allocated amount. The deadline to encumber all funds received is December 31, 2024. The attachments to this agenda, reflect where we are in spending by project, and make recommendations for allocation of unallocated and reallocated funds.
The projects that are being recommended both reflect the health, safety, and welfare of the public. The Traffic Signal preemption equipment would override any signal priority allowing our police units to respond to emergencies quicker. The shade structures at Wilbarger Creek Park, were originally funded out of annual park improvements funds but this project was removed due to other project costs being higher than estimated. These shades would be installed over the turf mound area of the park, which is an incredibly popular amenity.
Prior City Council Action
On September 14, 2021 Council approved allocating $160,000 to Cisco Voice over IP cloud system, and $800,000 to the ERP system.
On February 22, 2022 Council approved allocating $1,000,000 to a small business grant program.
On April 26, 2022 Council approved a contract with BCL of Texas to administer the small business grant program funded with ARPA funds.
On June 28, 2022 Council approved allocations of $3,710,000 for 9 projects.
On November 14, 2023 Council approved allocation of $100,000 to the Pfood Pfairness Program.
