Summary
In conjunction with development agreements between the City of Pflugerville, Arista Data Centers LLC and Terrell Timmermann, the City of Pflugerville posted a Request for Statement of Qualifications (RFQ) to receive Statements of Qualifications (SOQ's) from qualified consulting engineering firms for professional engineering services associated with preliminary engineering, final design, permitting, bidding, and construction administration of the Pfluger Farm Lane Improvement project.
The submission deadline for the SOQ's was Thursday, August 16, 2012. A committee consisting of City of Pflugerville staff has evaluated and rated the SOQ's relative to the evaluation criteria developed for this project, and offers a recommendation of the firm with the highest rated SOQ for City Council approval.
Status
This recommendation has been on hold pending ongoing discussions with the parties associated with the development agreements.
Deadline for City Council Action
Staff is requesting approval on October 23, 2012 to maintain project schedule.
Projected Future City Council Action
An item requesting approval of the contract is anticipated on November 13, 2012.
Fiscal Impact
There is no impact to the FY 2013 operating budget. The preliminary budget for this project is $4.3 Million Dollars and is to be funded with an issuance of Certificates of Obligation (CO's). The preliminary budget is to cover the design of Pfluger Farm Lane from Town Center Drive to Pflugerville Parkway, full roadway and utility construction of Phase A, and utility construction within Phase B. The debt service payments for the CO's will be paid by the Pflugerville Community Development Corporation (PCDC) until such time as the property tax generated by this property can support the debt service. This arrangement was established through the Economic Development Reimbursement & Refund Agreement between PCDC and City of Pflugerville, Texas pertaining to the Arista Data Centers, LLC Project agreement approved on September 5, 2012.

Staff recommends City Council approval of the selection of LJA Engineering, Inc. of Austin, Texas for engineering design services and the authorization for the City Manager to enter into negotiations for design services.
