Approving a professional services agreement with Garver in the amount of $199,820 to provide owner representative services associated with the Surface Water Treatment Plant Expansion Project and authorizing the City Manager to execute same.
Summary
Given the significance of the Surface Water Treatment Plant Expansion project, an Owner’s Representative is being brought on board to assist the City with the successful delivery of the project. The City is in the process of updating the Water Master Plan that identified the need to increase the Water Plant production from 17.2 MGD to 30 MGD. The expansion will be complete in two phases. The first phase of the project will increase capacity from 17.5 MGD to 20.5 MGD, which will include installing reliability improvements to all existing systems, as well as provide firm capacity and redundancy in the facilities to maximize the membranes installed at the plant. Future phases will include expansion of the Lake Pump Station (raw water) from 18 MGD to 30 MGD, adding pretreatment trains for 30 MGD and an expansion of the High Service Lake Pump Station to the Water Treatment Plant will be included to provide adequate transmission capacity.
The Owner’s Representative will serve as the City’s representative and liaison between the consultants, contractor, approval agencies and other vendors throughout the project. The Owner’s Representative, in general, shall coordinate all project matters during the design phase and construction phase. The Owner’s Representative shall advocate for the City interests of quality, timely and cost sensitive design and construction while maintaining professional relationships with all parties. The Owner’s Representative will be responsible for aligning the project with the City’s goals and objectives and overseeing the delivery of the project at the best and lowest price in the marketplace and highest degree of functionality and quality. However, the Owner’s Representative will not replace the design engineer, contractor and other consultants. The Owner’s Representative will also not act with legal authority on behalf of the City.
Garver’s role as Owner's Representative will be to assist the Owner in the overall implementation of these Water CIP projects. These services will begin with an initial planning phase, in which Garver will engage with City Engineering and Operations staff to assess the suitability of the current WTP treatment process technology, and perform a comparative analysis to determine the best path forward for the current plant and future expansions.

The attached agreement includes services for only general project management activities, project controls, document management, pre-construction activities and bid phase services. The scope and fee for construction phased services will be negotiated with Garver prior to construction and brought forward for City Council consideration.
