Summary

The property owner, CE Development Inc, has petitioned the City to annex the subject property that is located east of Weiss Lane and immediately east of the High School 4 tract of land with limited frontage on Jesse Bohls Road as well as East Pecan Street/Cameron Road.  The overall tract is 443.692 acres.  The property is being developed in accordance with the Carmel Development Agreement approved in October of 2015.  The annexation of Carmel West aides the city in managing the growth and development expectations of the city.  

 

Fiscal Impact

The subject property is currently vacant and free of improvements and residents. Additionally, no existing public roads are included in this annexation. In its current condition, there is no fiscal impact to the City of Pflugerville associated with this annexation. The property is proposed for future residential development and will be developed in accordance with the Carmel Development Agreement.  The Carmel development has provided for easements relating to the extension of the wastewater system within the area, including easements and land for a force main, gravity line and lift station.  The development will be responsible for extension of utilities through the development as well as the construction of roadways provided for within the Master Transportation Plan including multiple collector roadways and an arterial, Melber Lane.  The Carmel development is also responsible for two miles of trail construction, parkland dedication, and fiscal contributions related to traffic impact on the surrounding intersections.  The City will receive ad valorem property tax revenue from the property not dedicated to the city.  Once the utilities, roadways and public parkland are accepted by the City, the City will assume maintenance responsibility.

The City Attorney has approved the ordinance as to form.

 

Prior City Council Action

Public hearings were conducted on January 12, 2016 and January 16, 2016. No public comment was received.

First reading of the ordinance was approved by City Council on February 9, 2016.

 

Staff Recommendation

Staff recommends approval of the ordinance on second reading, granting the petition, and annexing the subject area for full purposes.
