Discuss and consider action to authorize the City Manager to execute Change Order #2 with Chasco Constructors, LTD. for additional Pfluger Farm Lane roadway and utility improvements in the amount of $553,403.30.
Summary
The Pfluger Farm Lane construction contract was executed on May 14, 2013 and construction is currently ongoing. There is an unobligated balance of $945,872 remaining from the $4.2 million certificate of obligation issuance issued in February 2013 for this project. Due to the amount of remaining funds available, staff requested a change order from the contractor to provide additional roadway and utility improvements as part of the overall Pfluger Farm Lane project. Change Order #2 is in accordance with Texas Local Government Code criteria and does not require additional bidding because the change order is below 25% of the total contracted value. The revised overall construction contract value with incorporation of change order #2 is $2,852,604.02. The schedule has been extended 90 days from the original anticipated completion date of October 31, 2013 to allow for the increase scope of construction.
The additional improvements include 250 linear feet of new roadway connecting at Pflugerville Parkway, turn lane modifications within Pflugerville Parkway at the new Pfluger Farm intersection and a wastewater utility extension south across Pflugerville Parkway. Based on the development agreement executed in 2012 by the City and Terrell Timmermann, the remainder of Pfluger Farm Lane must be constructed by 2022, so adding these improvements to this available funding is appropriate.

Fiscal Impact
Funding for Pfluger Farm Lane improvements is from the certificate of obligation bonds funds issued in February of 2013. There is a balance of $945,872 of unobligated funds remaining in that issue.
