Title
Approving an ordinance on second reading to amend the 2030 Comprehensive Plan by adding the proposed Reclaimed Water Master Plan as an element of the overall comprehensive plan with the caption reading: AN ORDINANCE AMENDING CHAPTER 153 OF THE CODE OF ORDINANCES FOR THE CITY OF PFLUGERVILLE, TEXAS, BY AMENDING THE FOURTH POLICY CHAPTER OF THE 2030 COMPREHENSIVE PLAN TO UPDATE THE ELEMENTS OF THE OVERALL PLAN TO INCLUDE THE RECLAIMED WATER MASTER PLAN DATED JANUARY 2015; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
Summary
Over the course of the past two years, the City has committed significant time and resources evaluating how to best provide water resources and wastewater services as we grow to a population ultimately exceeding 200,000 people. A key component to the City's future water supply will most assuredly be reclaimed water. Reclaimed water can be a very reliable source of water for manufacturing products, systems cooling, irrigation, and other uses.
This discussion will include information regarding the Reclaimed Water Master Plan prepared by DCS Engineering, Inc. and inclusion of this document as an element of the 2030 Comprehensive Plan.
Background
During the last 18 months, DCS has been assisting the City with creating a reclaimed water master plan that provides a road map for future use of reclaimed water to keep up with the increasing demands of Pflugerville's growth. DCS's work has included an analysis of the current system as well as alternatives and distribution scenarios.
DCS has integrated strategies to accommodate economic development into the plan including an initial reclaimed water project for the Pflugerville Community Development Corporation. The Comprehensive Plan is the document that establishes the vision and framework for the future of Pflugerville. Incorporation of the Reclaimed Water Master Plan as an element of the Comprehensive Plan further defines the framework by which reclaimed water is provided as the City continues to grow.
Prior City Council Action
A professional services agreement was approved by the City Council on June 11, 2013 for completion of the master plan. An update regarding the plan's strategies was presented at the May 13, 2014 and October 14, 2014 City Council meetings.
A public hearing was conducted and the ordinance was approved on first reading by the City Council at their regular meeting on January 27, 2015.
Planning and Zoning Commission Action
The Planning and Zoning Commission recommended approval of the Reclaimed Water Master Plan at their December 1, 2014 meeting. The P&Z Commission has also recommended that this plan be incorporated into the 2030 Comprehensive Plan conditioned upon the inclusion of an implementation plan as a component of the master plan. This information has been added to the plan.
Staff Recommendation
Staff recommends approval of the ordinance on second reading for the Reclaimed Water Master Plan as prepared by DCS Engineering, Inc. and inclusion of these elements into the 2030 Comprehensive Plan.
