Summary
The Neighborhood Street Reconstruction Package Number 1B project, which includes the rehabilitation and reconstruction of neighborhood streets 18 streets namely - Willow Wood Lane, Rocky Creek Dr, Valley View Dr, Meadow Creek Dr, Elm Dr, Twin Creek Dr, Redwood Lane, Timber Bend Dr, Cottonwood Lane, Pecan Creek Dr, Pine Creek Dr, Cedar Lane, Maplewood Drive, Maplewood Circle, Hackberry Drive, Holly Court, Jasmine Court, Sage Court in the Saxony and Willow Creek Section One subdivisions was bid in October 2023.
Upon review by staff and engineer of the bids submitted, the city received a letter of recommendation of award in November of 2023, by the city's engineering consultant that reflected Patin Construction, LLC. to be selected. Subsequently, Patin Construction, LLC. was awarded the construction contract in the amount of $5,214,112 by city council at a January 2024 council meeting however, the roadway portion of the project experienced delays due to prolonged utility relocation, required prior to roadway work, that did not conclude until August of 2024.
During the utility relocation delay, the city staff observed defects in prior street rehabilitation efforts where similar engineering construction specifications were utilized. This delay allowed staff the ability to work with the design consultants, identify the cause of the defects, and solutions to address similar potential pavement defects with the current project. After working with city engineering consultants, the city received updated design changes to the plan. The consultants provided a more robust construction design specifications, however this reflected an unexpected construction cost increase, effectively doubling the construction cost previously awarded, and exceeding the original project budget.
Following the city review of the revised specifications and updated plans as well as the cost for those changes, city staff worked with the design consultants to create a hybrid design. The hybrid design brought the cost down closer to the original budgeted costs while also providing engineering specifications for a successful project.
Patin Construction is updating their contract in Change Order #1 for $728,555, honoring their original contracted itemized pricing with updated quantities and an increase in bond costs due to increase value on the project.
Construction is anticipated to start early Summer 2025 with a proposed construction duration of approximately 6 months to completion.
This item supports the infrastructure pillar of the Strategic Plan by maintaining a robust and resilient roadway infrastructure that exceeds expectations.
