BARNES SURVEY NO. 46, ABSTRACT NO. 267, PFLUGERVILLE, TRAVIS COUNTY, TX, GENERALLY LOCATED ALONG THE SOUTH SIDE OF EAST PECAN STREET, WEST OF THE INTERSECTION OF SH 130 AND EAST PECAN STREET; TO BE KNOWN AS THE 130 COMMERCE PARK PHASE 2 REZONING (REZ1508-01), AND PROVIDING AN EFFECTIVE DATE.
Summary
The applicant and owner of the property, Tack Development, Ltd., is requesting a rezoning from the interim zoning district of Agriculture/Conservation (A) to Corridor Urban Center (CL5) zoning, on 75.3 acres of land. The property owner intends to expand upon the commercial and light industrial development immediately east of the site within the Renewable Energy Park Subdivision and plans to market the subject property as the 130 Commerce Park Phase II. The property is generally located along the south side of E. Pecan Street, west of the intersection of SH 130 and E. Pecan Street, and situated east of the City of Pflugerville Central Wastewater Treatment Facility.
The subject property is a relatively deep tract of land with approximately 935 linear feet of frontage on East Pecan Street and 3,400 feet of tract depth. The subject site is located within the City’s certificated area for water and wastewater. No portion of the site is situated within the 100-year floodplain delineated by FEMA FIRM panel #48453C0290J. Historically, the site has been used for agricultural purposes.
Helios Way will be extended west from its intersection with Sun Light Near Way into the subject property and turn north to provide an additional access point to this tract and provide alternative access to the 130 Commerce Park as well as Northeast Travis County Park. The extension of Helios Way is a City project and is expected to be under construction in the spring of 2016.
Staff Recommendation
The Corridor Urban Center (CL5) zoning district is generally compatible with the adjacent land uses and zoning districts and is in accordance with the “Employment Center” concept with the Comprehensive Plan. The staff recommends approval of the proposed rezoning on first reading.
Planning and Zoning Commission Action
On September 21, 2015, the Planning and Zoning Commission conducted a public hearing and, with a vote of 6-0, recommended approval of the staff recommendation for the 130 Commerce Park Phase II Rezoning.
Previous City Council Action
The City Council conducted a public hearing and approved the ordinance on first reading at their October 13, 2015 regular meeting.
