Summary
The City of Pflugerville previously opened bids for the 2019 Community Development Block Grant (CDBG) Pavement Rehabilitation Project on El Malino and Bellemeade Project on October 3, 2019 after all required notices posted. The bidding process was facilitated through a plan holder website, civcast.com, which is used for all City construction projects. It was determined that rejecting all bids received, and rebidding the 2019 Community Development Block Grant (CDBG) Pavement Rehabilitation Project on El Malino and Bellemeade Project was in the best interest of the City at the time because the City had not yet received the federal funding for the project as anticipated.
The project was advertised for rebid on February 12, 2020. Four (4) bids were received and opened on February 27, 2020.
This project includes 2,995 square yards of asphalt paving (1,270 linear feet), 2,564 of concrete ribbon curb, driveway replacements, storm drain pipe and structures and 278 square yards (625 linear feet) of sidewalk.
The attached bid tabulation shows the bids in which M. A. Smith Contracting Company, Inc. was the low bidder at $406,969.80. The estimated cost of this project was $310,249.40.
The funding for this project has been designated as part of the 2018-2019 Community Development Block Grant Program (CDBG) in the amount of $348,693.01; and additional funding through the general fund. With the nature of the project including the reconstruction of streets, staff is proposing using funds that were allocated in the Street Department for Street Maintenance as the offset for the additional $58,276.79.

City Council approved Resolution Number 1750-20-02-11-0700 rejecting all bids received on October 3, 2019 for the 2019 Community Development Block Grant (CDBG) Pavement Rehabilitation Project on El Malino and Bellemeade Project at the February 11, 2020 meeting.
