Summary
The City of Pflugerville solicited requests for qualifications for the preparation of a Comprehensive Plan in January and February of 2020. City staff received eight (8) statements of qualifications (SOQs) which were reviewed and scored. On April 14, 2020, City Council approved the selection of Freese and Nichols for professional services associated with the preparation of a Comprehensive Plan and authorized the City Manager to enter into negotiations regarding a scope of work and a fee proposal. The Comprehensive Plan shall serve as the City's guiding policy document for the development and will reflect the community's collective goals and vision for the future.
The proposed scope of work includes the following elements:

• Community Snapshot and Existing Conditions
• Vision, Guiding Principles and Goals
• Regional Growth Perspectives, Land Use and Character
• Transportation and Mobility
• Infrastructure
• Community Facilities and Public Services
• Economic Development
• Community Building, Healthy Communities and Neighborhood Vitality
• Implementation Plan
The proposed scope of work includes the following optional additional services that may be incorporated into the Comprehensive Plan:
• Land Use Fiscal Analysis (Methodology - Cost/Revenue per S.F.) by Urbex Solutions
• Additional Economic Analysis by TXP
• Code Diagnostic of Development Ordinances
• Online Metric and Progress Reporting Tool for Plan Implementation
