Approving a resolution of the City of Pflugerville, Texas, and the state of Texas approving Local On-System Improvement Agreement (Intersection Improvements at East Pflugerville Parkway and FM 685), and hereby authorizing the city manager to execute the agreement.
Summary
This agenda item requests approval for the City to enter into a Local On-System Improvement Agreement with the State of Texas Department of Transportation (TxDOT) to construct improvements at the Intersection of E. Pflugerville Parkway and FM 685.
TxDOT requires approval of a Resolution and execution of a Local On-System Improvement Agreement (LOSA) prior to authorizing the City to perform work within the State’s right of way. The LOSA outlines the roles and responsibilities of TxDOT and the city for design and construction projects within the state right of way when the local government proposes to perform and fund elements of the project.
TxDOT has approved the authorization for City to move forward with the LOSA. In turn, the City must provide an approved resolution for TxDOT to finalize the execution of the LOSA. TxDOT has waived the city cost associated with the proposed LOSA. Approval of the Resolution for the LOSA will authorize the City Manager to execute the LOSA.
The scope of the proposed City Intersection Improvements at E. Pflugerville Parkway and FM 685 (“Project”) includes the construction of displaced Left Turn Lane east and west legs of the intersection by using a U-turn, adding signals and signal phase modification at the intersection of E. Pflugerville Parkway and FM 685. Staff is working with property owners to determine the location of displaced left turns. A communication plan will be developed to inform neighboring business and general public of proposed improvements and impacts.
Throughout project development, City staff has been coordinating with the TxDOT North Austin Area Office for reviews and approval of the project plans and specifications, which is required prior to authorization of work. The City will be required to obtain TxDOT approval before advertising, selecting the contractor, and awarding the construction contract for the project.
Prior City Council Action
Pflugerville City Council called November 3, 2020, bond election for three propositions totaling $191.3 million at the August 11, 2020, meeting.
Pflugerville City Council approved a Professional Services Agreement with Burns and McDonnell Engineering Company, Inc. (BMD) totaling $224,335.13. At the July 27, 2021, meeting
City Council approved a professional services agreement with BMD in the amount of $767,795.89 for professional engineering services associated with the Intersection Improvements II FM685 and Copper Mine Overpass on September 13, 2022.
