Title

Approving a resolution authorizing the City Manager to execute an Interlocal Cooperation Agreement with Travis County regarding the placement of a pipe encasement for the City’s Secondary Colorado River Raw Water Line along Wells Branch Parkway.

 

Summary

This resolution is requested to approve an Interlocal Cooperation Agreement (ILA) with Travis County regarding the placement of a pipe encasement for the City’s Secondary Colorado River Raw Water Line along Wells Branch Parkway.

 

The City of Pflugerville (City) and Travis County (County) desire to continue to cooperatively construct Travis County’s Wells Branch Parkway Improvements Project and the City of Pflugerville’s Secondary River Raw Water Line Project.  Travis County is completing the design of the Wells Branch Parkway Improvements, and it was determined that the relocation of the existing City of Pflugerville’s thirty inch (30-inch) raw waterline would be required to accommodate the roadway improvements.

 

Also, the City will construct a new raw water line parallel to the existing pipeline and would require encasement at the Wells Branch Parkway crossing to protect the waterline from damage.  Further, it was determined that a costs savings could be possible if the installation of a new steel encasement by open trench for the future raw waterline was incorporated into the roadway construction project.  The project will include relocation of the existing 30-inch City of Pflugerville Raw Waterline which will be funded by Travis County.  The City of Pflugerville funded construction includes a new 30-Inch gate valve and 431 linear feet of new 66-inch steel encasement installed by open trench method.

As set forth in Exhibit B, the there is a nominal project integration cost amount for the Secondary Colorado River Raw Water Line encasement to the project estimated to be $2,860.00.  The County’s cost estimate for construction costs of the Raw Water encasement Project is $897,574.00, including $134,636.10 contingency, for an estimated total construction cost amount of $1,032,210.10.  The interlocal agreement stipulates that the City will make payment to an escrow account for the estimated costs for installation of the new valve, pipe encasement, integration and contingency costs associated with the new casing within certain timeframes.  The total financial obligation for this Interlocal Agreement is in the amount of $1,035,070.10.  

Prior City Council Action
City Council approved a professional services agreement with Freese and Nichols Inc. in the amount of $7,309,766 for professional services associated with the Secondary Colorado River Raw Water Line Project at the February 8, 2022 meeting.

City Council approved a resolution authorizing the Construction Manager-at-Risk (CMAR) project delivery method for the construction of the Secondary Colorado River Raw Water Line Project at the March 8, 2022 meeting.

City Council approved a professional services agreement with CP&Y, Inc. in the amount of $1,430,440 to provide Owner’s Representative Services associated with the Secondary Colorado River Raw Water Line project at the May 24, 2022 meeting.

City Council approved a resolution authorizing the competitive sealed proposal method for the procurement of equipment and the construction of the Secondary Colorado River Raw Water Line project at the March 8, 2022 meeting.

City Council approved a Work Authorization with CBRE in the amount of $293,700 for appraisals on 89 parcels along the Secondary Colorado River Raw Water Line Project at the October 11, 2022 meeting.
