Discuss and consider action to award a contract for emergency medical services in the City, and authorize the City Manager to execute same.
Summary
Following approval by the City Council, the City of Pflugerville and Acadian Ambulance Service of Texas entered into a two-year contract on November 11, 2021 with service beginning January 1, 2022 through the end of 2023. The contracted service area included the provision of exclusive service within the Pflugerville city limits and non-exclusive service in Pflugerville’s extraterritorial jurisdiction (ETJ). In December 2021, the City was notified that Travis County ESD No. 2 would be providing ambulance services in the unincorporated areas not included in Travis County ESD No. 17, including the Pflugerville ETJ.
Acadian began providing EMS services in the City in January but provided notice to the City of its inability to continue to provide services in accordance with the contract without the ability to exclusively provide services in the Pflugerville ETJ. The Public Safety Subcommittee recommended that the City and Acadian agree to a mutual termination of the contract and to seek an alternate provider.
On March 8, 2022 City Council approved the termination of Acadian’s contract for Emergency and Non-emergency Ground Ambulance Services and directed staff to seek an alternative provider, evaluating both public and private entities.
On May 10, 2022 City Council approved selection of Travis County ESD2 as the public provider of EMS and authorized the City Manager to enter negotiations regarding an agreement.
On May 31, 2022 City Council held a Joint Meeting with Travis County ESD2 Board of Commissioners.
