Summary
The Neighborhood Street Reconstruction (NSR) Package 1A project is a grouping of five streets included in the 2020 Transportation Bond program. The reconstruction of the City’s existing street assets supports the Strategic Plan Infrastructure pillar to build robust and resilient infrastructure.
The competitive sealed proposal method was selected as the best value method for procurement for this project. The project was bid pursuant to Section 2269.151 of the Texas Local Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.
The NSR Package 1A project was advertised for bid proposals on June 28, 2023, and a total of three proposals were received July 25, 2023 and read out loud into the record. All three firms were subsequently interviewed by a qualified staff selection committee. After the interviews, the three firms’ proposals and oral presentations were scored and evaluated. Patin Construction, LLC was selected as the best value to City for this project. Staff concurs with the design engineer’s recommendation to award the construction contract for NSR Package 1A to Patin Construction LLC including the Base Bid and both Additive Alternates #1 & #2.
The original 2020 Bonds project included nine streets. During the design phase it was identified by staff that there are several streets in close proximity to roadways identified for rehabilitation in the 2023 Public Works Pavement Maintenance Program. In consideration of the disruption to neighborhood residents and to avoid two rounds of construction within the same neighborhood, the original NSR Package 1 project was separated into Package 1A and 1B. NSR Package 1A includes all bond program streets not in the vicinity of the Public Works Pavement Maintenance Program streets. The Phase 1A project includes the following:
• 10th Street
• Mountain View Drive
• W. Custers Creek Bend
• Plumbago Drive
• Kay Lane
Construction is anticipated to start in early September 2023. The proposed construction duration is anticipated as approximately nine months.
Prior City Council Action
City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
City Council approved a Professional Services Agreement with Halff for design of Neighborhood Street Reconstruction Projects Package 1 totaling $467,198.76 on the January 11, 2022.
City Council approved a Professional Supplemental Services Agreement with Halff for design of Neighborhood Street Reconstruction Package 1B totaling $271,815.93 on the October 25, 2022 meeting.
