Approving the selection of DCS Engineering, Inc. for long-term professional engineering consulting services associated with capital improvements and operations at the City's Membrane Water Treatment Plant and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms for consulting services for operations and capital improvements for the City's membrane water treatment plant. A copy of the request for qualification is attached to the agenda item.
Once selected, the engineering firm will be called upon from time-to-time to assist the City in evaluating operational issues with the plant, and for planning, designing and assisting with construction administration of capital improvements at the City's water treatment plant.
An initial design contract will be negotiated with the selected engineering firm to develop design plans for 1,200 feet of a 12" water transmission main interconnect between the Manville Water Supply Corporation facilities on Weiss Lane to the clear well at the water treatment plant. Preparation of the final engineering construction documents for this project and others shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer's opinion of probable construction cost, project manual and any other items necessary to successfully construct projects.
City staff received five (5) proposals. A review team of Public Works staff scored the proposals and DCS Engineering, Inc. was selected as the most qualified firm for this project. The scoring tabulation sheet is attached to this agenda item.
Projected Future City Council Action
A future agenda item will be scheduled to approve the agreement. Staff anticipates negotiations to take place in the next few weeks and a contract will be presented for Council review and consideration in January.
Fiscal Impact
Depending upon the type of project that is being worked on, funding will come from either utility operating funds or capital improvement projects funds.

Staff recommends authorizing the City Manager to enter into negotiations with DCS Engineering, Inc. for professional engineering consulting services associated with capital improvements and operational issues at the City's Membrane Water Treatment Plant.
