Title

Approving a construction contract with G2 Construction Services, Inc. in the amount of $277,000 for diffuser replacement and safety catwalk installation, and authorizing the City Manager to execute the same.

Summary

As part of the FY2025 budget, funding was allocated to replace diffusers and drop legs for the Aerated Sludge Holding Tank (ASHT) at the Central Wastewater Treatment Plant (WWTP).  With the ASHT being roughly 40 years old and without seeing significant maintenance over the life of the asset, these diffusers need to be replaced as their standard life cycle is 20 years.  As staff had to wait until the majority of the WWTP Expansion project was completed before performing this maintenance, it was delayed based on the construction that wrapped up last year.   This work will consist of replacing the drop legs that hold the diffusers and adding additional supports along the lower portion of the wall to prevent the lines from deviating from their installation location and replacing all of the polymeric diffusers that are used to create a more homogenous solids mixture before it is dewatered in the biosolids handling processing area of the WWTP.

This contract also includes a safety catwalk for the Surface Water Treatment Plant (SWTP) at the existing High Service Pump Station and concrete platform at the base level within the facility.  This work was budgeted within the FY2025 budget within the Water Treatment division. The safety catwalk proposed to be constructed is to optimize safety considerations for the existing High Service Pump building when opening the hatches to pull the pumps for repair.  In order to open the existing hatches, staff are required to walk across the roof of the building to access the hatches after accessing the roof via an articulating boom lift.  Once on the roof, there is limited ability to tie-off to an area in the event of a slip or fall while the employee is on the roof.  This presents both a safety problem at the facility and also an efficiency problem given the amount of time that it takes to coordinate a boom lift rental and the coordination to move around the roof in a safe manner.  This contract includes adding a safety ladder to the roof as well as an area along the roof for staff to be able to access each of the pump hatches safely while being tied off to a secure location.

The contractor being proposed for this project, G2 Construction Services, Inc has completed a significant amount of small construction projects for the City and for Public Works overall with a track record of performing exceptionally well on a variety of projects that are similar to the one being considered.
