Title

Discuss and consider action to approve the renewal of investigative information management software from TrapWire, Inc. in the amount of $12,925.92 for the Pflugerville Police Department, and authorize the City Manager to execute the same.

Summary

TrapWire is an investigative information management and analysis platform used by the Pflugerville Police Department to collect, organize, and evaluate information related to suspicious activity and potential criminal threats. Information may originate from reports and tips submitted by members of the public, as well as information provided by law enforcement personnel. The software assists investigators in identifying connections between reported incidents, evaluating potential leads, and determining whether additional investigation is warranted.

TrapWire also provides the capability to share relevant information with fusion centers to support interagency coordination and public safety efforts. The software serves as an investigative support tool, with the evaluation of information and decisions regarding further investigative action remaining the responsibility of authorized Police Department personnel.

The proposed renewal provides Gauntlet Server Access and 10 user licenses for the period of November 1, 2026, through October 31, 2027, at a total cost of $12,925.92.

The Police Department recognizes that its use of this service falls under the SAFE Resolution and will require review by the SAFE Technology Committee. The Department has used this product for several years to help manage criminal activity and seeks to continue using the application in the interim. If the committee ultimately decides its use is not in the City’s best interest, the service will be discontinued.
