Summary
This agenda item requests approval of a Professional Services Agreement with Raba Kistner Consultants, Inc. in the amount of $90,480 for Construction Materials Testing services associated with the Neighborhood Street Reconstruction (NSR) Package 1A. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the City’s streets and roadways are robust and resilient.
In 2020, City of Pflugerville voters approved a number of transportation projects, including the five streets included in this project. In January 2022 a Professional Services Agreement with Halff Associates, Inc. (Halff) was approved for the design of NSR Package 1 as part of the 2020 Transportation Bond Program (the “Program”). The original grouping of streets in Package 1 included nine streets. During the design phase it was identified that several Package 1 streets were in close proximity to roadways identified for street preservation in the 2023 Public Works Pavement Maintenance Program. To avoid two rounds of construction within the same subdivision, the Package 1 project was divided into separate Packages 1A & 1B.
The Construction Materials Testing services provide a quality assurance and quality control for the project to ensure construction standards are achieved. The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:
• Compaction and density testing on fill for utility/storm drain construction
• Observation of proof rolling and roadway subgrade preparation
• Pavement subgrade sampling and densities
• Quality assurance testing of asphalt and concrete.
Construction is anticipated to start within 2-3 weeks of contract award The proposed construction duration is anticipated to be approximately 9 months.

The General Obligation bond election for three propositions totaling $191.3 million was approved in 2020.
City Council approved a Professional Services Agreement with Halff for design of Neighborhood Street Reconstruction Package 1 totaling $467,198.76 on the January 11, 2022.
City Council approved a Professional Supplemental Services Agreement with Halff for design of Street Reconstruction Package 1B totaling $271,815.93 on the October 25, 2022 meeting.
