Summary
The purpose of this item is to facilitate a desire by Park Crest Middle School to upgrade their signage and display electronic messages regarding events and programs. The sign ordinance allows electronic signs via designated corridors. Currently the Railroad Avenue corridor ends at Pfennig. To accommodate the school, staff recommends extending the corridor to Pflugerville Parkway, as shown on the attached exhibit.
All other regulations will remain in place, including size, light intensity, brightness, message change frequency and the prohibition of flashing and scrolling movements.
The only other property affected by this change is Saint Elizabeth's Catholic Church, which has always had the ability to have an electronic sign due to their frontage on Pflugerville Parkway, which is an eligible corridor. The frontage of the property across the street from Park Crest Middle School is solely comprised of the MoKan right-of-way.
The proposed ordinance has been reviewed by the City Attorney, and approved as to form.
Prior City Council Action
Provisions for electronic signs were added to the Sign Code in 2008, and the most recent amendment was approved in September 2013.
The City Council approved this ordinance on first reading on April 14, 2015.
