Summary
On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Lockwood, Andrews & Newnam, Inc. (LAN) for the engineering design of Street Reconstruction Package 2 which included Bushmills Road, Edgemere Drive, Great Basin Avenue, Picadilly Drive, W. Pflugerville Loop, Windermere Drive, and Yellow Sage Street. The Project includes the design, bid, and construction administration services to rehabilitate the segments in Package 2 with recommended repairs as identified the in preliminary roadway investigation. Improvements may include curb and gutter replacement, spot base repair, mill and overlays, and reconstruction pavement sections.
At the time of the approval, there were no plans to perform work on Frost Circle as part of the 2020 Transportation Bond Program. However, Frost Circle was identified in the City’s 2021 Community Development Block Grant (CDBG) Annual Action Plan under the Non-Housing Community Development category. The CDBG goal outcome indicator is “Public facility or Infrastructure Activities other than Low/Moderate Income Housing Benefit” with $210,000 fund allocation. These funds will be used to cover the subject design amendment and construction.
The proposed improvements encompass the reconstruction of an existing un-paved (gravel) roadway of approximately 220 feet long with a 27-foot typical section using flexible (asphalt) pavement with ribbon curb and a cul-de-sac within the current Right-of-Way (ROW). Additionally, the existing driveways will be replaced with residential concrete driveways and culverts as it is an open ditch road section.
LAN’s proposed amendment assumes the roadway will be bid on its own in 2022 and additional scope to perform the following tasks:
1) Obtain survey data including ROW boundary and topographic data.
2) Obtain single boring to perform geotechnical analysis of roadway for pavement recommendation.
3) Prepare existing and proposed conditions drainage analysis.
4) Prepare plans, specifications and estimate for proposed roadway improvements.
5) Assist City in bidding and construction of the project.
Prior City Council Action
Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
Pflugerville City Council approved a Professional Services Agreement with LAN totaling $423,294.00 on January 11, 2022 meeting
