Summary
This agenda item requests approval of a preconstruction phase services contract with Core Construction in the amount of $30,000 for the Public Works Complex construction project. City staff and the design architect, Marmon Mok, have been progressing the design of the Public Works Complex to a milestone that requires the City to contract with a Construction Manager At Risk (CMAR) to facilitate the multiple bid packages that are expected for the project in order to keep the project schedule and to optimize the final Design Development (DD) of the Complex.
The Public Works Complex has been designed and is planned to allow for the City to continue to serve residents with the necessary infrastructure maintenance as well as supporting the City’s Capital Improvement Program by providing adequate space for staff currently and at future full buildout of the City. As the Public Works Department currently has 165 FTEs and the majority of them are located within the current Central Wastewater Treatment Plant, it was determined that the current facility is currently undersized for the current and future Public Works staff and is unable to be expanded without impeding the operations of the Central Wastewater Treatment Plant. At current staffing levels, the Public Works Department is leasing 4 mobile construction trailers to provide enough offices for staff across the current complex. This presents challenges for the efficient operation of the entire Department while also not being the most economical decision for the City long-term with the continued growth of the City that brings a growing need for the infrastructure to be maintained.
The City advertised for a CMAR for this project and received 4 submittals from qualified firms. Each firm was scored competitively by a scoring committee and all 4 firms were interviewed by the scoring committee. After extensive deliberation amongst the scoring committee, Core Construction was determined to be the most qualified firm for this project given their previous work experience with the CMAR process and with their experience working on similar facility projects for other governmental entities. This CMAR Contract includes a flat rate for Pre-Construction services to facilitate bidding the various bid packages and also sets the CMAR fee for the project at 5% of the entire project. This percentage is in-line with the market rate for projects of this size and has already been incorporated into the project’s overall budget that was approved by City Council. This project will ultimately have an 18-month construction window and is estimated to be substantially completed by July 2026. This contract has been reviewed and approved by the City’s legal team.
As this project is intended to better serve the staff that maintain the City’s critical infrastructure while also eliminating the City’s need to continue to lease space, it meets the City’s strategic goal of infrastructure by ensuring that the City can continue to maintain critical infrastructure at all times and also preparing the City for the growth of the City’s infrastructure in a responsible manner.
Prior City Council Action
On April 24, 2018, City Council approved the allocation of funding to begin the process of a Public Works Facilities Master Plan.
On April 27, 2021, City Council approved a Professional Services Supplemental Agreement with Freese & Nichols which contained the Public Works Facilities Master Plan.
On May 23, 2023, City Council approved a resolution authorizing the publication of the notice of intention to issue combination tax and limited revenue certificates of obligation in and estimated amount not to exceed $76,000,000 for facility and roadway improvement projects which includes the Public Works Complex.
On June 27, 2023, City Council approved Professional Services Agreement with Marmon Mok in the amount of $5,151,805 for professional engineering services associated with the Public Works Complex Project
