Summary
The City of Pflugerville solicited competitive sealed bid proposals for the ADA Projects Implementation: Signalized Intersections Project (CSJ 0914-00-536). The project includes constructing ADA-compliant pedestrian infrastructure at approximately fifteen (15) signalized intersections throughout the City. Improvements consist of installing accessible pedestrian signals, upgrading pedestrian ramps and poles, installing new conduit and wiring, replacing traffic signal and pedestrian indications, providing battery backup units (UPS), and implementing associated pavement marking upgrades. These improvements will enhance pedestrian safety, accessibility, and compliance with current ADA standards across multiple high-use corridors.
The project was advertised on July 9, 2025, with a pre-bid conference held on July 16, 2025. A total of five (5) proposals were received and publicly opened on August 14, 2025. All five bids were considered complete and responsive. Bid amounts ranged from $1,344,888 to $2,304,622.15. Following a comprehensive review of bid responsiveness, qualifications, and relevant construction experience, LJA Engineering, Inc. recommended awarding the construction contract to Elecnor Belco Electric, Inc., the lowest responsible bidder offering the best value to the City.
In addition to the City’s evaluation, the Texas Department of Transportation (TxDOT) conducted an independent review of the project and procurement documentation. On November 5, 2025, TxDOT’s Construction Division formally concurred with the City’s recommendation to award the project to Elecnor Belco Electric, Inc. TxDOT noted that the low bid of $1,344,888.00 is 39.8% below the engineer’s estimate of $2,235,716.36. All required federal and state clearances-including right-of-way, encroachments, relocation assistance, utilities, and environmental-have been confirmed through the State Letter of Authority (SLOA) and the Federal Project Authorization and Agreement (FPAA).
The project will be funded in accordance with the FPAA, with the City of Pflugerville responsible for any costs exceeding authorized federal participation levels.
These ADA improvements support the Mobility Infrastructure and Connectivity Pillar of the City's Strategic Plan by improving pedestrian accessibility, safety, and overall corridor functionality.
Construction is anticipated to begin following issuance of the Notice to Proceed, with substantial completion expected within the contract time specified in the construction documents.

City Council approved a Professional Services Agreement with LJA Engineering, Inc. in the amount of $258,460 for engineering services September 27, 2022 with a scope focused on traffic signal implementation (a citywide scope beyond just the 15 intersections identified for ADA improvements for the TASA grant), and a professional supplemental services agreement (PSSA) #1 in amount of $22,855.69 on October 25, 2022 to add additional traffic signal timing and engineering services to the agreement scope.
City Council approved a resolution on May 23, 2023 to submit the project for the Texas Department of Transportation's 2023 Transportation Alternatives Set-Aside call for projects.
