Summary
The City's current contract for residential solid waste and recycling collection services with Waste Connections expires on September 30, 2026 and staff has evaluated options to ensure residents continue to receive high-quality service at the lowest responsible cost. After evaluating performance, market conditions, and the potential disruption associated with changing providers, staff retained a solid waste consultant and entered into negotiations with Waste Connections to explore a contract extension. Waste Connections has agreed to no rate increases for two years, and in years 3-5 rate adjustments are tied to the Consumer Price Index (CPI) for Garbage and Trash Collections published by the Bureau of Labor Statistics and are capped at 5%. By utilizing the Solid Waste Utility Fund Balance, the city can keep residential rates flat for the duration of the contract.
In addition, the Fuel Cost Adjustment included in the current contract has been removed and extra services for special events have been updated to include Slice of Pflugerville and Pfestival of Lights with no cost to the City. Waste Connections will also take on the primary responsibility for managing customer service, which will reduce the time to resolve customer complaints and save considerable city staffing costs. Also, city staff will receive daily reports and will have the ability to access liquidated damages under this new contract to ensure Waste Connections continues to deliver high-quality service to our community.

February 22, 2022 council approved the second amendment to the Waste Connections agreement extending the term to end September 30, 2026.
