Summary
Request approval to award a construction contract with C.C. Carlton Industries, Ltd. in the amount of $4,509,345 associated with the Cottonwood West Force Main & Carmel East Interceptor. This project supports the infrastructure pillar of the City’s Strategic Plan and Comprehensive Plan by providing resilient infrastructure. The project is identified as (WW2202) in the Capital Improvement Plan FY2025-FY2029.
The Cottonwood West Force Main & Carmel East Interceptor project includes the installation of approximately 5,900 linear feet of 16-Inch wastewater force main and 4,000 LF of 24-Inch wastewater interceptor. This project will extend the wastewater service from Cottonwood West Lift Station located south of Steger Lane, westwardly beneath Cameron Rd to the existing Carmel Lift Station
The City began advertising the project utilizing the Competitive Sealed Proposals process on April 16, 2025. A total of 11 proposals were received by the submission deadline on May 8, 2025. Each proposal was thoroughly evaluated and scored by a review team composed of City of Pflugerville staff. Based on the criteria outlined in the Project Manual, C.C. Carlton Industries, Ltd has been selected as the best qualified contractor, offering the best value to the City. The contractor provided construction duration of 300/360 calendar days for substantial/final completion respectively. Contractor references were verified. The advertisement and bidding process were conducted in full compliance with the EPA’s WIFIA funding requirements. The recommended contract amount is within the approved project budget. This project is funded by EPA’s WIFIA loan program with Future Debt and/or TWDB funding.
