Title

Approving a Professional Services Supplemental Agreement with Rodriguez Transportation Group, Inc. in the amount of $363,029.40 for professional engineering services associated with the 2020 Transportation Bond Program Project: Immanuel Road Improvements, and authorizing the City Manager to execute same.

 

Summary

On July 27, 2021 the City of Pflugerville approved and executed the Professional Services Agreement with Rodriguez Transportation Group, Inc. (RTG) for the engineering design of Immanuel Road from Wells Branch Parkway to Pecan Street (FM 1825) for approximately 5,700 LF. The Project includes the design, bid, and construction administration services to reconstruct Immanuel Road to a three-lane urban collector section. Improvements include curb and gutter, intersection improvements, bridge improvements, street lighting, underground storm sewer, pedestrian and bicycle facilities.

 

At the time of the approval, there were no plans to perform work south Wells Branch Pkwy. The proposed extension to the southern city limits will increase the operation efficiency of the Immanuel/Wells Branch intersection and eliminate the need for future work along Immanuel Road south of Wells Branch Pkwy.

 

RTG’s proposed amendment includes additional design scope to 1) extend the project limits to the southern city limit line (Killingsworth Lane) and 2) perform associated upgrades based on previous developer agreements with the City of Pflugerville. This is in reference to a Traffic Improvement Agreement (Roadway Improvements) signed by both the City and Taylor Morrison (Developer of Lisso Tract) on September 18, 2020 for inclusions of various improvements to be included with the Immanuel Road Bond Project. Per the agreement (Article II Section 2.1) the developer made the contribution to the City on September 2021 in the amount of $429,887.00 (Immanuel Road Contribution) which shall be used by the City for design and construction/reconstruction of improvements to Immanuel Road. These funds will be transferred to cover the additional expenses triggered by this amendment.

 

1)                     Extending the project limits to the southern city limits (Killingsworth Lane) include the following improvements:

a.                     The extension of a proposed three-lane roadway section for approximately 700 linear feet south of Wells Branch Pkwy.

b.                     A right turn lane into the IDEA Public School driveway approximately 300 feet south of Wells Branch Parkway and left turn bay onto Killingsworth Lane.

c.                     The replacement of the Gilleland Creek Tributary 2 bridge structure which is approximately 425 feet south of Wells Branch Pkwy.

2)                     Associated and additional* upgrades based on previous developer agreement with the Lisso Tract development Agreement include:

a.                     The extension of the eastbound left turn lane and taper for 150 feet towards the intersection of Wells Branch Pkwy and Immanuel Road.

b.                     The installation of 250 linear feet westbound right-turn lane and taper towards the intersection of Wells Branch Pkwy and Immanuel Road.

c.                     The installation of 150 linear feet northbound right-turn lane and taper towards the intersection of Immanuel Road and Crumpton Drive (access to Lisso development)

d.                     The installation of 150 linear feet northbound right-turn lane and taper towards the intersection of Immanuel Road and Purple Martin Drive (access to Lisso development). *

e.                     The installation of 250 linear feet southbound right-turn lane and taper towards the intersection of Immanuel Road and Wells Branch Pkwy.*

 

The amended Scope of Services include field surveying, preparation of ROW acquisition documents, subsurface utility engineering, preliminary and final design, environmental services, geotechnical studies, hydrologic/hydraulic analysis, retaining wall design, bridge assessment and design, illumination, traffic signal improvements, preparation of a geometric schematic with alternatives bridge sections at Gilleland creek Tributary No. 2.

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

 

Pflugerville City Council approved a Professional Services Agreement with RTG totaling $1,099,027.00 on July 27, 2021 meeting.
