Summary
This professional services supplemental agreement with K Friese and Associates, LLC, updates the scope of the project including additional project management, PS&E, and coordination with city utility projects which will now be a part of design and construction on this project.
The Weiss Lane Widening Project widens the existing Weiss Lane, from E. Pecan Street to Pleasanton Parkway, from a two-lane road with bridge over Gilleland Creek to a four-lane road and additional parallel bridge. The widening will also have shared use paths on both sides and a new or widened bridge over Gilleland Creek.
During the design phase, the city identified an opportunity to improve coordination between the transportation project and the city’s water and reclaimed water projects in the area. The designs are to be updated to reduce the required right of way and enable all three projects to be constructed concurrently.
This professional services supplemental agreement expands the scope of work to include additional coordination with other project teams, the addition of dual-span bridges and retaining walls, and increased efforts in drainage design, road design, geotechnical services, and subsurface utility engineering.
On January 14, 2025, City Council passed the professional services agreement with K Friese for $1,056,689 for project design, project management, design survey and right of way mapping, subsurface utility engineering, geotechnical services, environmental services, schematic development (30%, 60%, 90%, & 100% plan sets), Bid Phase Services, and Construction Phase Services for Weiss Lane from Pleasanton Parkway to E. Pecan Street.
On May 5, 2025, professional supplemental services agreement #1 with K Friese and Associates, LLC was executed administratively in the amount of $49,272.00 to comply with Bridge Feasibility Study requirements and the Hydraulics and Hydrology Alternatives Analysis.
On October 30, 2025, professional supplemental services agreement #2 with K Friese and Associates, LLC was executed administratively in the amount of $10,030.00 to expand the Phase 1 Bridge Feasibility Study scope by adding further alternative designs.
