Title

Approving a professional services supplemental agreement with Quiddity in the amount of $1,062,043 for professional engineering services associated with the Reclaimed Water Line to 1849 Park project, and authorizing the City Manager to execute the same. 

 

Summary

This Professional Services Supplemental Agreement (PSSA) is to perform design and construction phase services for the Reclaimed Water Line to 1849 Park project to replace the existing potable water supply that 1849 Park uses to irrigate the facility with Type 1 Reclaimed Water (purple pipe). 

As was discussed during the implementation of the Reclaimed Water Master Plan, the 1849 Park currently purchases water from Manville WSC to irrigate the fields that are currently in place today.  This water comes at an expensive cost to the City as the irrigation usage for the park can be upwards of 500,000 gallons per day during the summer.  With the expansion of the 1849 Park planned to take place which will have a larger irrigation need, it would make economic sense to convert the water supply used for irrigation to a wastewater effluent typically used for larger municipal parks and golf courses.  The existing park irrigation system is already designed to use reclaimed water for irrigation and already has purple pipe installed for it’s irrigation needs. 

As the City is currently working with Quiddity on the Reclaimed Water Master Plan, they have an intimate knowledge of what is required to both get the water line to the 1849 Park, what the demands are going to be, and also how to best route the pipeline to the park in the most time-effective manner. 

This supplemental agreement will allow for the design, alignment, and easement acquisition of the parcels along the preferred route to get the water line to 1849 Park.  The agreement also includes a task to complete a rate study as part of the project so that the City can have a baseline rate for future customers to consider when connecting to the Reclaimed Water System.  This rate study will come forward to City Council at a future date to allow for comments and suggestions on how best to proceed with a reclaimed water rate structure.    

This project and agreement is listed within the water and wastewater 5-year CIP and achieves the City’s Strategic Goals of Infrastructure and Services by designing infrastructure that prepares the City for growth in a responsible manner by conserving potable water supplies and which plans to continue to provide Parks and Recreation programs at the 1849 Park in a sustainable way using a more drought-resilient water supply to irrigate the facility. 

 

Prior City Council Action

On September 13, 2022, City Council awarded a Professional Service Agreement with Quiddity Engineering, LLC in the amount of $148,800 for professional engineering services associated with the preparation of a reclaimed water master plan update.
