Approval of Utility Relocation Agreement between City of Pflugerville and Manville Water Supply Corporation providing for a cost share pursuant to the City's construction of the TR2103 Immanuel Road project
Summary
The City of Pflugerville is taking right of way from the Manville Water Supply Corporation for the Immanuel Road Project and is relocating their water lines so they are outside of the new roadway. Manville Water Supply Company has agreed to share a portion of the costs for the relocation of the water lines.
This contract offsets the contracted construction costs by $143,154.
This agreement states that Pflugerville City Council and Manville’s Board of Directors jointly find that the Roadway Project will provide increased safety for persons; facilitate the improved movement of people, goods, and services; and benefit the residents of the City, residents of Travis County, and Manville’s members residing in the vicinity of the Roadway Project.
The Roadway Project requires the relocation and accommodation of certain existing Manville potable water utility assets (“Water Line Project”), and by virtue of Manville’s property rights through existing easements, the City is
financially responsible for the Water Line Project to the degree defined in this Agreement.
For purposes of cost efficiency, scheduling, and transportation planning, the Parties desire to cooperate in the development of the Water Line Project to be included with the City’s construction contract for the Roadway Project.
The improvements will enhance regional connectivity and support the Mobility Infrastructure and Connectivity Pillar of the City’s Strategic Plan by improving roadway safety, resiliency, and traffic flow.
Prior City Council Action
Pflugerville City Council approved a Professional Services Supplemental Agreement with Rodriguez Transportation Group, Inc. for $209,670 on professional engineering services on the project at the March 26, 2024, meeting.
Pflugerville City Council approved a construction contract with Liberty Civil Construction in the amount of $18,733,236 for construction services associated with the Immanuel Road Project at the April 28th, 2026, meeting.
