Approving the selection of CP&Y, Kimley-Horn, LJA Engineering, Johnson Mirmiran & Thompson (JMT), Halff Associates, Pape-Dawson, and Cobb Fendley to provide professional services associated with the 2019-2021 Transportation Improvements Projects and authorizing the City Manager to enter into negotiations as needed regarding scopes of work and fee proposals.
Summary
The City of Pflugerville solicited requests for qualifications from engineering firms to assist the City in analyzing, planning, design, bidding and construction assistance for 2019-2021 Transportation Improvements Projects in January 2019. City staff recieved eighteen (18) statements of qualificaitons (SOQs) which were reviewed and scored. Staff recommends selecting seven (7) of the eighteen (18) responders for inclusion in our pool of engineering consultants. The seven (7) top ranking firms from the scoring are CP&Y, Kimley-Horn, LJA Engineering, JMT, Halff Associates, Pape-Dawson and CobbFendley and Associates. These consutlant teams will be considered for transportation planning and design services during FY 19, FY 20, and FY 21 time frame for the twenty (20) plus projects currently listed in the City's five (5) year Transportation Capital Improvement Program plan.
These scopes of work may include preliminary engineering and preparation of final construction documents including, but not limited to, topographic and boundary surveys, geotechnical investigation, environmental assessment and environmental clearances, hydraulics and hydrology including determination of any applicable floodplain limits with water surface elevations, bridge/multiple box culvert system, street lights including coordination with the electric provider, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, coordination and necessary permitting with FEMA, USACOE and all other entities, determination of ROW/easement acquisition, coordination with outside agencies where required, preparation of ROW/easement acquisition metes/bounds and sketches, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct any of the transportation project.
By creating a prequalified list of engineering firms for transportation improvements projects, City staff will be able to move quickly to scope and kick off transportation related projects since the qualifications of the firm have already been vetted and the selection of the firm approved by City Council. Where required by City procurement requirements, future professional service agreements related to Transportation Improvements Projects in 2019-2021 will be brought forward for City Council consideration.
