These agreements total $533,156.47.
Summary
Over the past 18 months, the City of Pflugerville Police Department has reviewed options and vendors for a new in-car video system for the Pflugerville Police Department 49 vehicle fleet. The Department has selected the WatchGuard system due to its easy-to-use interface and true integration with the Police Department CAD/RMS Spillman system. In an internal survey conducted by the city's Information Technology (IT) staff, 77% of Pflugerville Police officers preferred this system over other proposed systems. The project includes a full turn-key solution for 5 years with a 5-year warranty for the in-car video systems, a lifetime warranty on installation, and data storage adequate for the car video system as well as a proposed expansion of the department's body camera system. The WatchGuard system is used by many agencies including the Department of Public Safety (DPS) and Houston Police Department. City IT staff has worked with the vendors to determine that 120 terabytes (TB) of storage is adequate for the system for the next five years.
Status
City Councilmembers had the opportunity to view the Watchguard system and speak with a WatchGuard representative at the March 13, 2018 product demonstration prior to the City Council meeting.
The following quotes have been received to put a police in-car video system in place:
WatchGuard = $270,010.50 - HGAC cooperative purchasing
CapFleet Upfitters = $ 70,970.00- GSA
GTS Technology Solutions for data storage and retrieval (120 TB) = $192,175.97- DIR
As shown above the acquisition of these systems is through the use of contract pricing through the state or purchasing cooperatives.
Fiscal Impact
A proposed budget amendment ordinance has been included on this agenda (Item 10B) for the total purchase amount of $533,156.47. The offsets for this amount are a proposed $33,200 reduction in the budgeted $56,500 Police recruiting line item, and the deletion of the long term planning portion of the Other Professional fees line item in the Administration department. This $500,000 was budgeted in the fiscal year 2018 budget for an update to the city's comprehensive plan and master transportation plan.
Staff Recommendation
Staff recommends approval of the purchase of the system as described above.
