Summary
The City of Pflugerville solicited competitive sealed bid proposals for the TR2501 - Parkway Drive Street Improvements Project. The project consists of roadway improvements along Parkway Drive to reconstruct the existing roadway, improve drainage, and enhance safety and mobility for the surrounding area.
The project includes roadway reconstruction, retaining walls, drainage improvements, signing and pavement markings, traffic signals, illumination, and pedestrian facilities. Additional improvements include pavement reconstruction, survey verification, superelevation adjustments near the FM connection, and driveway reconstruction to resolve existing layout conflicts.
The construction contract with Chasco Constructors, Ltd., LLP by Chasco Contracting, GP, LLC, its GP, provides for the completion of the project for a total contract amount of $3,174,744. The contract establishes three construction milestones associated with maintaining traffic along Parkway Drive. Each milestone provides 65 calendar days for the applicable phase of work, with a disincentive of $1,350 per day for late completion. The overall project provides for substantial completion within 150 calendar days after the contract time commences.
The project will reconstruct Parkway Drive into an improved urban roadway section with associated drainage and pedestrian improvements. The improvements will address existing roadway and drainage needs while enhancing mobility, safety, accessibility, and connectivity within the area.
The project is included in the City's Capital Improvement Program as TR2501 - Parkway Drive Street Reconstruction and Drainage Improvements. The City's FY2027-2031 Capital Improvement Plan identifies the project as a transportation improvement with a total project cost of approximately $3.2 million.
The improvements support the Mobility Infrastructure and Connectivity Pillar of the City's Strategic Plan by improving roadway conditions, drainage, pedestrian facilities, safety, and overall transportation connectivity.
Construction is anticipated to begin following issuance of the Notice to Proceed, with substantial completion within the 150-calendar-day contract period and Finally completed within 180 days, subject to the milestone requirements and any authorized extensions provided in the contract documents.
The Parkway Drive Project is supported through the City of Pflugerville’s Community Development Block Grant (CDBG) Program. The project includes $243,733.07 in FY2024 CDBG funding for design and construction and $312,000 in FY2025 CDBG funding for construction, both of which have been approved and are currently available. An additional $257,849 in FY2026 CDBG funding is proposed for construction and is pending approval. The FY2026 funding plan is anticipated to become available October 1, 2026, following approval.The CDBG Program supports eligible community-development improvements within Pflugerville.
Prior City Council Action
City Council on June 25, 2024 approved the initial professional services agreement for an amount of $269,996 for Colliers Engineering and Design to complete design and bid Phases of the Parkway improvement project utilizing Community Development Block Grant (CDBG) funding source.
City Council on September 9, 2025 approved a supplemental service agreement with Colliers Engineering and Design in the amount of $82,894 for professional engineering services associated with Parkway Drive Improvements Roadway Project.
