Summary
This discussion will include information regarding the Water Master Plan and Wastewater Master Plan update prepared by Lockwood, Andrews and Newman, Inc. (LAN) and inclusion of these documents as elements of the 2030 Comprehensive Plan.
Background
The Comprehensive Plan is the document that establishes the vision and framework for the future of Pflugerville. Incorporation of the Water and Wastewater Master Plans as elements of the Comprehensive Plan further defines the framework by which water and wastewater services are provided as the City continues to grow. During the last 24 months, LAN has been assisting the City with creating a Water Master Plan and a Wastewater Master Plan update. The City's Wastewater Master Plan was updated to provide for the changing demands of Pflugerville's growth and the City's first water distribution system master plan was developed to provide a roadmap for the City's future water needs. LAN's work has included an analysis of broad water supply alternatives and distribution systems related to Windermere Utility. On December 16, 2013, the Planning and Zoning Commission considered approval of these plans.
Prior City Council Action
First reading and public hearing of the ordinance was held on January 14, 2014. No public testimony was received.
Planning and Zoning Commission Action
The Planning and Zoning Commission voted to recommend approval of the Water Master Plan and Wastewater Master Plan update at their December 16, 2013 meeting, and recommended that these plans be incorporated into the 2030 Comprehensive Plan at their January 6, 2014 meeting.
Staff Recommendation
Staff recommends approval of the Water Master Plan and Wastewater Master Plan update as prepared by LAN and inclusion of these elements into the 2030 Comprehensive Plan.
