Summary
In 2019 the city had a roadway network condition analysis performed which resulted in the 2019 Pavement Report. The results of the analysis provided scoring of City roadways and corresponding recommendations of rehabilitation or preservation depending on the Overall Condition Index.
As part of the City’s Pavement Maintenance Program, staff plans and budgets for not only roadway rehabilitation for qualifying streets but also the preservation of roadways that fall within an Overall Condition Index indicating satisfactory conditions. This approach regarding preservation of good, conditioned roadways is to invest in preserving the roadway conditions in order to avoid a more involved and costly effort such as rehabilitation. To ensure that accurate data is utilized, and as recommended every 4 years, Council approved an updated analysis be performed at the December 13, 2022, meeting. Staff anticipates presenting the final report at a future meeting.
Within the framework of the Pavement Maintenance Program and 5 Year Plan are rehabilitation projects as well as preservation projects. With the FY23 rehabilitation project design complete and estimated construction in June, staff is recommending approval of the FY23 planned preservation project which will address roadways in the Falcon Pointe South Subdivision.
HA5 is popular and effective preservation method for roadways utilized by many Cities including the surrounding Cities of Georgetown, Round Rock, Austin and now Pflugerville. This is the third year that the City’s has been utilizing this method and the previous successful projects have proven to be effective. This proposed project will take approximately 14 days to complete.
