Summary
The City of Pflugerville utilizes water and wastewater impact fees to ensure that new development assumes a portion of the cost of growth and development within the utility system. The proposed fees are assessed based on the water meter size for new residential and commercial construction. The fee is assessed in conjunction with the final plat, and fee is collected upon the issuance of a building permit.
Chapter 395 of the Texas Local Government Code establishes the framework for the establishment of impact fees. Sec. 395.052 requires the City to update the land use assumptions and capital improvements plan (CIP) at least every five years.
City staff has worked with Freese and Nichols, Inc. (FNI) to calculate the maximum allowable impact fees based on updates to land use assumptions and CIP as required by Chapter 395 of the Texas Local Government Code.
Prior City Council Action
City Council approved Resolution Number 1748-20-01-28-0699 to set a public hearing on March 10, 2020 to discuss and review the update of the City's land use assumptions and Capital Improvements plan and water and wastewater impact fees at the January 28, 2020 meeting.
