Summary
This agenda item requests approval of a resolution of support to apply for transportation project funding under the Texas Department of Transportation (TxDOT) 2023 Transportation Alternatives Set-Aside (TA) Program. The requested funding will be used for the construction of pedestrian and bicycle improvements. By adoption of this resolution, the City demonstrates that it is willing and able to enter into an agreement with TxDOT should the projects be selected for funding. This item is supported by the (Safety/Infrastructure/Economic Development/Service) pillar of the Strategic Plan.
The City submitted applications for two projects to TxDOT’s TA Program Call for Projects in January 2023. Following the review of submittals, TxDOT invited the City’s applications to be moved to the preliminary application stage, and in April the City was notified that the projects were being selected for further consideration. The projects were selected from the City’s Capital Improvement program, and the TA applications include the following projects: Intersection Improvements, a group of eighteen intersections with proposed pedestrian and accessibility improvements, and a Pedestrian Hybrid Beacon (PHB) at Kelly Lane and Benning Dr. which will improve traffic congestion along Kelly Lane, while still providing safe pedestrian access across Kelly Lane to Murchison Elementary School.
The application requires a resolution of support from the City to indicate the ability to move forward with the local match including funding of design and any project construction over-runs. The City will be responsible for funding the preliminary engineering for work such as the preparation of plans, specifications, estimates and environmental documentation, and any cost over runs from construction.
