Summary
This agenda item is a request for City Council approval of a Local On-System Agreement (LOSA) with Texas Department of Transportation (TxDOT) to make improvements to add deceleration and acceleration lanes at the Rowe Lane/FM 685 intersection for the high right-turning volumes at SH 130 and Rowe Lane. TxDOT has already approved the authorization for City to process the LOSA, as City must provide an approved resolution for TxDOT to execute the LOSA. For the proposed LOSA, the City will be required to provide payment in the amount of $15,672 to TxDOT for direct and indirect costs as fees for the project, which is a minimal amount required by TxDOT.
The intersection improvements for SH 130 at Rowe Lane project was initiated in July 2019, as a part of the 2018 Certificate of Obligation Bond Program. The Project consists of intersection and operational improvements including deceleration and acceleration lanes to frontage road of SH 130 from 0.30 miles south of Rowe Lane to 0.35 miles north of Rowe Lane.
The Texas Department of Transportation requires approval of a Resolution and execution of a Local On-System Agreement (LOSA) prior to authorizing the City to perform work within the State right of way. The LOSA is used by TxDOT for construction projects within State right of way when the local government proposes to perform and fund all elements of the project. TxDOT approval grants the City of Pflugerville the ability to work within the State right of way to construct the intersection improvements on SH 130.
City staff has been coordinating with the TxDOT North Austin Area Office on the project for concurrent reviews for approval of the project plans and specifications prior to authorization of work. Most of the roadway improvements will be performed on SH 130. The agreement specifies that the City will pay TxDOT review fees in the amount of $15,672.00. The City is responsible for the full cost of managing and performing all engineering and construction activities for the project.
Approval of the Resolution for the LOSA will authorizes the City Manager to execute the LOSA which will be provided to TxDOT to approve the proposed improvements prior to commencement of construction. The City will be required to obtain TxDOT approval prior to selection of the contractor and award of the construction contract for the project. City Staff will review the project to develop a bidding schedule upon receipt of TxDOT approval.
Prior City Council Action
City Council approved a professional services agreement with Pape-Dawson in the amount of $84,536.00 for professional engineering services associated with the Rowe Lane at FM 685 Project on February 26, 2019.
