Title

Approving a Travis County Interlocal Agreement for Administration of CRF Funding Under the CARES Act and authorizing the Mayor to execute said agreement.

 

Summary

Travis County received approximately $61M from the United States Department of the Treasury under the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”) from the Coronavirus Relief Fund (“CRF”). On June 10, 2020, Travis County provided Mayor Gonzales with an Interlocal Agreement (ILA) which allow cities to apply for a portion of these funds for eligible COVID-19 expenditures. Guidance and FAQs from the US Treasury regarding eligible expenses are included as exhibits in the attached ILA.

 

Keys points of the ILA:

1)                     The County will provide up to $55 per city resident within Travis County based on US Census Bureau’s 2019 population estimate.

2)                     The City of Pflugerville is eligible to receive a maximum of $3,531,055.

3)                     The County will advance 20% of these funds ($706,211) to the City and reimburse the remaining 80% for eligible COVID-19 expenditures submitted by the City and approved by County.

4)                     Reimbursement requests are to be submitted monthly. All expenditures must be made a requests submitted to the County by October 31, 2020.

5)                     By November 20, 2020, the City must provide the County with a report of the use of all CRF Funding and return any CRF Funding that was not used for eligible COVID-19 expenditures.

 

In review of the key points and the augmented operations incurred in response to this event, the City of Pflugerville has been very fortunate not to have incurred an excessive additional costs, especially eligible expenses. However in review to date, the City has incurred approximately $720,000 in potentially eligible COVID-19 expenditures, including personnel costs, personal protective equipment (PPE), costs to retrofit city facilities with safety measures, park signage, VMWare for remote network access, cleaning equipment, etc. Staff expects continued expenditures for enhanced cleaning equipment and supplies, and technology to improve efficiency of operations under COVID-19 conditions. In addition, the ILA allows cities to administer their own small business grant program which could be coordinated by PCDC.
