Title

Approving a resolution authorizing the City Manager to enter into an agreement with Texas Department of Transportation (TxDOT) for City to assume Operation and Maintenance of existing traffic signals upon completion of current TxDOT signal upgrades.

 

Summary

Operations and Maintenance of Traffic Signals and Flashers within City Limits:

The Texas Administrative Code, Title 43, Part 1, Chapter 25, Sub-Chapter A, Rule 25.5 states that “….for Cities of 50,000 or more population (per latest federal Census)…the cost of installation, operation, and maintenance of traffic signals is the responsibility of the City…” In preparation of the 2020 Census results showing the City of Pflugerville exceeding 50,000 population, the City has been coordinating with TxDOT to enter into an agreement to transfer responsibility of operations and maintenance of existing TxDOT traffic signals within the City limits. These include 6 signals along the FM 1825 (Pecan Street) and 4 signals along FM 685. The City has also been working with TxDOT to bring these signals in compliance with the current Texas Manual for Uniform Traffic Control Devices (TxMUTCD) standards and are expected to be completed by June 2021.

 

Operations and Maintenance of Traffic SIgnals along Toll Roads and Outside City Limits:

SH 45 and SH 130 Toll Roads form an integral part of City of Pflugerville’s roadway network. Currently, TxDOT operates and maintains 1 diamond interchange (2 signals) along SH 45 and 4 diamond interchanges (8 signals) along SH 130 toll roads. The City is entering into an agreement with TxDOT to take over operations and maintenance of these 5 interchanges (10 signals). These signals are critical nodes along City’s arterials (Heatherwilde Blvd, Kelly Lane, Pflugerville Pkwy, Pecan St, and FM 685) and have a big impact on overall mobility along these corridors. Additionally, the City is also taking over operations and maintenance at 2 signals along FM 1825 (Central Commerce Pkwy and Vision Dr) that are outside the City limits. The City is not required to but taking over operations of these 12 signals will allow the City to develop appropriate signal timing plans that will increase overall efficiency and improve mobility along the corridors. The City has coordinated with TxDOT to get appropriate reimbursement for taking over operations and maintenance of these 12 signals.
