Title

Approving a change order in the amount of $219,737 and 441 additional days for the Emergency Standby Generator Project, and authorizing the City Manager to execute the same.

 

Summary

As has been noted on other previous City Council items, there is a significant delay in electrical components including electrical switchgear and transformers.  At the time of bidding the standby generator project, the longest lead time item was the generator itself which had a lead time of roughly 50 weeks.  While the generator itself has been delayed some due to the global market, we have started to experience delays in other critical infrastructure as part of the project.  Some of the critical equipment includes the primary transformers for the project.  As these items weren't seeing abnormal lead times when this project bid, it was not determined at that time that a pre-procurement of them was necessary.  Although the contractor was able to have submittal approved in a timely manner and the transformers were ordered in early spring 2022, they are now not going to be delivered until late 2023.  This change order would facilitate providing additional days to the contractor for the delay in manufacturing the transformers that is outside of the City's or the contractor's control. 

 

This change order will also address items that were not originally identified during the design process.  Those items are:

 

1. More optimized construction sequencing by altering the generator layout that reduces risk to the City while the generators are being installed.  This sequencing calls for a rotation of the generator 90 degrees which prevents the City from having extended periods of power loss during the installation, but requires an extra length of cable to hook the generators to the new switchgear.  This cost is $90,427.49 of the change order not including bonding.

2.  Relocation of an existing 12" water line that was improperly located on the as-built drawings for the facility.  The line was found to run directly below the new electrical building instead of directly east of the new electrical building.  In order to relocate this line, the contractor will need to install the replacement 12" line where it was shown in the original as-built drawings so as to not conflict with the building and the Surface Water Treatment Plant Expansion project that planned around the line being as shown on the as-built drawings.  This is $121,213.50 of the change order not including bonding. 

 

City staff recommends moving forward with this change order to both not delay the project any more than has already been delayed and also to ensure that the project helps conform to the Surface Water Treatment Plant Expansion project and not cause delays in that project as well. 

 

Prior City Council Action

On September 22, 2020, City Council approved the selection of Gupta and Associates for professional services associated with the standby generator at the Water Treatment Plant and Lake Pump Station project and authorized the City Manager to execute a professional services agreement in the amount of $652,914 for design and engineering services for the emergency generator at the Water Treatment Plant and Lake Pump Station.

On March 23, 2021, staff provided an update regarding the possibility of expediting the project and feasibility options for a temporary power generation system installation to get completed before the permanent installation. 

On May 11, 2021, City Council approved the Professional Services Supplemental Agreement with Gupta and Associates for professional services associated with the modification of the scope of work and the modification of the original schedule to expedite the generator project as much as possible. 

 

On August 10, 2021, City Council approved the construction contract for the Lake Pump Station Emergency Generator to McDonald Municipal and Industrial to provide emergency power to the Lake Pump Station.

 

On September 14, 2021, City Council approved the Facility Extension Agreement to Oncor Electric to provide a redundant electrical feed to the Surface water Treatment Plant. 

 

On September 28, 2021, City Council approved the pre-purchase of the emergency power generator and related switchgear from Cummins Southern Plains, LLC for the Surface Water Treatment Plant Standby Generator Project.

 

On November 30, 2021, City Council approved the construction contract for the Surface Water Treatment Plant Standby Generator project to McDonald Municipal and Industrial to provide permanent emergency power to the Surface Water Treatment Plant.

 

On December 14, 2021, City Council approved the lease of temporary generator equipment from United Rentals for the Surface Water Treatment Plant Standby Generator project.
